The three inseparable elements required to develop any genuine human intelligence: skill, which can be learned; capacity, which must be grown through sustained practice; and desire, which must be chosen and maintained. In HDI, removing any one of the three stalls development, skill without capacity is technique masquerading as maturity, and desire without skill produces intention without intelligence.
